 Meetings Minimize

An ad hoc subcommittee of the Airport Advisory Committee will meet to review and discuss minimum standards on the following dates:
  • Wed May 23 at 3:00 pm at Montgomery Field
  • Friday May 25 at 8:30 am at Montgomery Field
  • May 29 at 3:00 pm at Montgomery Field
A special meeting of the AAC will be scheduled TBD to review the recommendations and respond to the City proposed RFP.

The regular meeting of the AAC will be on June 12.

The Land Use and Housing committee will meet on June 13.

      

 Reviewing Minimum Standards Minimize

At the AAC meeting of May 8, 2007, an action was approved to review and recommend Minimum Standards for Commercial Aviation Activities and Development Standards for Leasees.  The deadline was established to intercept the preparation of the RFP development proposal for Brown Field, which is expected to go to the Land Use and Housing committee of the City Council on June 13.

Minimum Standards are recommended, but not required, by the FAA Advisory Circular 150/5190-7, dated August 28, 2006, "Minimum Standards for Commercial Aeronautical Activities."

Several years ago, perhaps in the 1994-1995 era, the AAC had proposed "Minimum Standards for the conduct of Aeronautical Activities at Brown Field Municipal Airport," a 9 page document with following sections:
  • Minimum financial resources
  • Minimum capital investment
  • Minimum experience
  • Minimum insurance
  • Legal minimums
  • Responsibility minimums
  • Standards for FBOs
  • Standards for sale of aviation fuel products
  • Standards for aircraft maintenance and repair
  • Standards for aircraft storage
  • Standards for aircraft rental
  • Standards for aircraft sales
  • Standards for air taxi
  • Standards for pilot training
  • Standards for parachuting

To the best of our knowledge, these were never adopted, despite language on the first page.

The general recommendation from knowledgeable people is to consider the standards prepared by the County of San Diego that operates McClellan-Palomar Airport and Gillespie Field:
